A majority of respondents (56.8%) say the Basic Pension should keep covering the bottom 70 percent of seniors by income, while 34.6% favor narrowing eligibility; keeping the current scope led in every age group. On the program's growing fiscal cost, more respondents say the burden should be reduced in consideration of future generations (47.6%) than say it should be borne to reduce old-age poverty (39.0%), with the widest generational gap in the survey. The government's plan to add 30,000 won a month for seniors in the bottom 30 percent of incomes draws 49.8% support and 41.7% opposition.
