We turn South Korea's structural challenges into clearly defined policy questions, test competing options against evidence and public opinion, and assess whether they can be implemented.

How We Work

Define the question

We begin by stating clearly what the problem is, who is affected, and what a policy decision must resolve.

Show the evidence and its limits

We identify the data and methods behind our work and distinguish what the evidence can establish from what remains uncertain.

Compare choices and trade-offs

We examine the likely effects, costs, and constraints of competing options before reaching a conclusion.

Test feasibility

We consider the legal, fiscal, administrative, and institutional conditions required for implementation.

What We Do

Policy research

Issue briefs examine specific policy questions and set out the evidence, options, and trade-offs.

Survey research

We design, conduct, and analyze nationwide surveys and publish each study with its questionnaire and methodology.

Legislative and policy monitoring

We analyze National Assembly and local council records to track policy debate and local issues.

Comparative policy review

We examine research and policy developments in South Korea and abroad for lessons relevant to domestic policy.
