Institute for Reform Issue Brief 2026-37 (October 19, 2026), Part 9 of the "Politics and Generations" series, asks who sets the rules that create entry opportunities and capacity for politicians, and how far their results can be confirmed. The rules up to becoming a party's candidate are set mainly by the parties, and those from candidate registration to after election mainly by laws. Among those elected to the National Assembly, those who passed through local councils are around 1/8. For education programs and support organizations, only the scale of the inputs is confirmed, and whether these systems changed the composition or capacity of those who entered cannot be judged from these data.
