Institute for Reform Issue Brief 2026-36 (October 19, 2026), Part 8 of the "Politics and Generations" series, asks what the routes are through which citizens' demands enter policy decisions and how far demands travel along those routes. The routes are set by laws and by party constitutions and rules across elections and voting, political parties, the National Assembly, and the government and local governments. How far demands go along those routes is visible in figures only up to part of the decision stage. Whether decisions were implemented and the age of those who made the demands are not in the statistics examined in this report.
