Change the Presidential Term or Share Presidential Powers?

A comparative review of presidential, parliamentary and semi-presidential systems finds that institutional labels alone do not determine how power is exercised. Reform requires separate choices about the presidential term, appointment of the prime minister, confidence and dissolution rules, oversight bodies, political parties and the electoral system.
