Twenty-Three Years of Korean Housing Policy through the OECD's Lens

A review of OECD assessments and Korean primary policy documents from 2003 to 2026 finds repeated reversals across property taxation, transaction taxation, lending rules, regulated areas and housing supply. The OECD's consistent message is not permanent tightening or easing, but predictable policy, responsive supply, prudential lending rules and a revenue-neutral shift from transaction to recurrent taxation.
