Runoff Elections and Multiparty Democracy

South Korea elects its president and constituency lawmakers by plurality, allowing candidates to win without majority support. This brief examines whether a two-round or ranked-choice system could improve representative legitimacy and give voters more room to express their first preferences. International experience suggests that runoffs can broaden majority support, but do not by themselves guarantee multiparty competition or the success of smaller parties.
