The Local-Depopulation Agenda Receded while KRW 950 Billion Remained Unspent

Mentions of local depopulation in national and local council records rose sharply after 2020 and then declined after their 2023–24 peaks. The policy problem remained unresolved: sources cited in the report put unspent Local Extinction Response Fund allocations at KRW 950 billion, pointing to weaknesses in project design and execution rather than a lack of formal programs.
